Background

International Management Consultants Limited (IMCL) was formed in 1984 to provide high quality international management consulting services in public sector management and financial management. This includes all levels of governmental and public sector organisations and the whole public financial management cycle - planning, budget (including MTEF), budget execution, accounting and audit, and supporting strategies, including IT, training, human resource and change management. IMCL's experience ranges from diagnostic reports and project formulation through to the design, acquisition and implementation of integrated financial management systems (IFMS), and has been gained in economies in transition and in developing countries, as well as with multilateral donor organisations themselves.

Clients have included governments, the World Bank, IMF, Asian Development Bank, DCI, DFID and other bilateral donors (e.g. Sida). Geographically the firm has undertaken assignments in the UK, Western and Eastern Europe, Africa, Asia and the Pacific. IMCL has supported the World Bank and UN agencies in developing approaches to aspects of public financial management. IMCL staff have delivered papers at international conferences and workshops, a number of which are published on our web site, provided staff training for the World Bank, UNDP and ADB, and are involved in projects to upgrade public financial management.

Knowledge Base

IMCL maintains a professionally staffed office in the UK, which is able to support consultants. This includes logistic support, IT support (including established web based system for consultants in different countries to work cooperatively), and access to a knowledge base of information. All of our projects have an assigned Supervising Director with expertise in public financial management and project management on international development jobs.

Project and Change Management

IMCL has developed a very participative approach to change management, working with key stakeholders to build ownership of reforms. Through this approach strategies are identified to achieve sustainability.

This participative approach is combined with a structured project management methodology that links the UK PRINCE (PRojects IN Controlled Environments) II methodology with the Logical Framework approach.

These approaches have proved successful at achieving sustainable change even in difficult environments. This has included the management of very large projects and programmes.

Public Financial Management

Public financial management (PFM) is an essential element of poverty reduction and the efficient delivery of government services. The improvement of public financial management systems helps to improve fiscal management, resource mobilisation and resource utilisation as well as contributing to compliance, transparency and accountability.

A public financial management system is an important tool to enhance the quality of financial reporting to help with the implementation of development programmes. Countries that have poverty reduction strategies and donors who provide the aid know public financial management plays a key role in improving performance of government in delivering services.

IMCL has provided high quality consulting services for the upgrading of public management systems throughout the world on projects funded by all the major donors. Financial Management Training

Financial Management Training plays a large role in all of IMCL’s projects. We give particular attention to issues of human resource capacity, training and institutional development. We have been successful in identifying institutional and financing arrangements that ensure long term continuity of reform processes. IMCL have developed and delivery training on government accounting standards (including IPSAS), the use of newly implemented treasury management systems and integrated financial management systems (IFMS), public sector audit, and more general courses on public financial management.
