IMCL in East Africa

IMCL has formed a subsidiary company based Nairobi, Kenya, to support and develop projects in Africa.

The new company is called International Management Consultants (East Africa) Limited – IMCL (East Africa) for short. The Resident Director is Steve Hallan. The new company will support all of the ongoing IMCL projects by making technical expertise available within the continent. IMCL (East Africa) will also support IMCL’s expansion in the region.

The new company brings particular expertise in the area of public financial management, integrated financial management information systems (IFMS) and public sector audit. In addition a wider range of expertise is available from IMCL in the UK.

IMCL Projects in Africa

IMCL has a number of ongoing projects within Africa:

The Gambia - support to the Department of State for Finance and Economic Affairs and the Treasury Directorate under the Financial Governance Programme.

Sudan - preparing a Statement of User Requirements (SOUR) for an Integrated Financial Management System (IFMS).

Uganda - review of Local Government Financial and Accounting Regulations (LFGAR) and preparation of bookkeeping and audit manuals.

Somalia - delivery and certification of an online distance learning course in financial planning and management for 200 private and public sector financial planners.

Steve Hallan is an expert in Integrated Financial Management Systems (IFMS)

IMCL People

Steve Hallan has been resident in Nairobi since 1993 and has been associated with IMCL since that time. He is a Chartered Public Finance Accountant from the UK with a background in public sector consulting for UK local authorities and public utilities. Steve has developed an expertise in IT and in Nairobi has set up his own IT company with both in-house developed software and marketing and supporting third party software. This has included developing and implementing project and financial support systems for donor organisations and other public sector organisations across the region. For IMCL Steve was IT adviser to our public financial management project in Botswana, a consultant for the design and specification of the government integrated financial management system (IFMS) in Kenya, and has advised on management information systems in China. He is currently Team Leader of a project in Uganda to develop local government finance and accounting regulations, and is also providing inputs for IMCL on projects in Rwanda, Nigeria and the Gambia.

Nairobi Support Team - The IMCL East Africa Office is supported by a small team of professional and administrative staff who provide assistance to the resident director and to any ongoing projects in the region.
